The institutional structure and public service delivery apparatus required to meet the future effects of climate change already exist in Norway. However, there are huge challenges in coordinating these institutions at different authority levels for climate change adaptation purposes. Based upon a broad case study, this article presents how local actors consider the multi-level coordination of different levels of government and policy sectors to function today, which are the mechanisms that are used and what are the coordination challenges that are identified. Based upon the challenges revealed, this article discusses how best can the government-level institutions be organised for better goal attainment. We argue here that the elected regional level in Norway – the counties – has a huge potential to act as a multi-level coordination actor.  相似文献

In this paper, we investigate the Precautionary Principle (PP) in action. Precaution is a fairly new concept in environmental policy. It emerged back in the 1960s but did not consolidate until the 1980s, as it formed part of the major changes taking place in environmental policies at that time. The PP is examined in three contexts. Firstly, we look at the meaning of the concept and how it is disseminated through the media and public discourses to the political arenas of Denmark. Then we examine how the idea is adopted to the political level. Thirdly, we look briefly at the first Danish translation of the principle into a practical context, which includes translations into concrete scientific practices. It is concluded that if the PP shall be more than a simple “idea” or a frequently used “term,” emphasis must be put on the transformation of the concept into concrete practices, like e.g., the alternative testing regimes that we show in the case of plant growth-retarding pesticides presented in this paper.  相似文献

In this article, we analyze the co-operation between academia and other stakeholders in the development and use of sustainability indicators. The empirical case is a self-assessment of a Life-Environment project, ECOREG (2002–2004), in which eco-efficiency indicators were constructed for the Finnish Kymenlaakso Region. In the article the relationship between academia and local decision-makers in both the ECOREG Project and the activities thereafter is examined. Contrary to many sustainability indicator initiatives the ECOREG indicators have been updated and used after the original project ended. A main conclusion of the article is that the use of the indicators is largely influenced by how they were originally developed. More specifically, that knowledge was jointly produced instead of being merely transferred from academia to policymakers affected the relevance of the indicators as well as the capabilities of local actors to use, update and further develop the indicators.  相似文献

With an outset in ‘sustainability’ defined as a continuous process requiring balance between (the emergence of) problems and our ability and capability to solve them using four distinct capitals available, i.e. natural, production, human and intellectual, and social capital, a model of universities as factories is used. The model suggests that the most notable products of a university being graduates, and knowledge in the form of books, journal articles etc., i.e. human and intellectual capital. As a consequence, these are also the most important impacts from a university. Using the case of Aalborg University, Denmark, the linkages (actual, potential and missing) between academic work in research and education and sustainability initiatives are explored. The focus is both on the university's core activities as a provider of research and education and on the university's activities as an organisation, i.e. its own operation and its accounting for this. It is suggested that systematic engagement activities could benefit both the university's ability to manage internal university processes (by learning from its peers) and its ability to produce the right graduates and knowledge. As a consequence, the main societal benefit would be the ability to better cope with emerging problems endangering the sustainable development of our societies. It is concluded that Aalborg University with its long tradition for project-based and problem-oriented learning in fact has every opportunity to be able to lead by example and become the link to sustainability.  相似文献

动物行为是动物福利的核心部分,是可持续的动物育种的基础.在驯化过程中,动物已在行为和一系列其它显著特性方面产生适应性.我们对原鸡和白莱亨蛋鸡(为产蛋而选,间接为产肉而选)的行为进行了比较.原鸡在群居、探索、抗捕食和进食试验方面表现出更积极的行为.对一只原鸡与白莱亨鸡杂交后代进行的定量特性位点(QTLs)基因组扫描显示,不同的特性具有一些明显的或启示性的QTLs.一些生产QTLs与行为QTLs相重合,表明生物多向性效应对育种显型的发展也许是重要的.我们定位了一种基因,它对成为啄毛行为受害者方面有强烈影响,而啄毛是一种有害的行为紊乱现象.现代基因学配以行为分析,也许有益于未来设计出更加可持续的育种方式,培育出耐力更强的动物.  相似文献

位于瑞典南部的韦特恩湖是一个大的贫营养化湖泊,它具有高的水面与流域面积比率(大约为0.4)和60年的驻水时间.此湖结合了对大气POP污染的敏感性、对POPs影响的普通敏感性和较慢的浓度降低.提出了鱼体内PCBs和DDT从20世纪60年代一直到1996年的时间系列,以及韦特恩湖沉积物中TCDD的数据,并和其它大湖泊进行了比较.有关北极红点鲑(Salvelinus salvelinus)体内POPs的长期数据集显示每年PCBs有大约5%,DDT有13%的减少.这些速度和其它研究相一致.也讨论了营养物质及其生物效应,以及影响具有长驻水时间的贫营养化湖泊命运的因素.我们提出贫营养的干净湖泊是对于监测生物区中POPs的重要生态系统.  相似文献

The emissions from deep-seated fires in domestic waste have been investigated. The gas phase yields of PAH, PCDD/F, PCB, HCB, particles, and metals associated to the particulate matter were analysed during a series of simulated deep-seated fires. The method of extinguishment was varied and in cases where water was used for extinguishment, the runoff water was analysed for PAH, PCDD/F, PCB, hexachlorobenzene, and metals. In total six tests were performed. In four of the tests, samples of the fire residue were analysed for PCDD/F, PCBs, and chlorobenzenes.  相似文献

Uranium (U) tailings pose environmental risks and call for proper remediation. In this paper medic and ryegrass plants were used as host plants to examine whether inoculation with an AM fungus, Glomus intraradices, would help phytostabilization of U tailings. The need of amending with uncontaminated soil for supporting plant survival was also examined by mixing soil with U tailing at different mixing ratios. Soil amendment increased plant growth and P uptake. Ryegrass produced a more extensive root system and a greater biomass than medic plants at all mixing ratios. Medic roots were extensively colonized by G. intraradices whereas ryegrass were more sparsely colonized. Plant growth was not improved by mycorrhizas, which, however, improved P nutrition of medic plants. Medic plants contained higher U concentrations and showed higher specific U uptake efficiency compared to ryegrass. In the presence of U tailing, most U had been retained in plant roots, and this distribution pattern was further enhanced by mycorrhizal colonization. The results suggest a role for AM fungi in phytostabilization of U tailings.  相似文献

Uptake of metals from uranium-rich phosphate rock was studied in Medicago truncatula plants grown in symbiosis with the arbuscular mycorrhizal fungus Glomus intraradices or in the absence of mycorrhizas. Shoot concentrations of uranium and thorium were lower in mycorrhizal than in non-mycorrhizal plants and root-to-shoot ratio of most metals was increased by mycorrhizas. This protective role of mycorrhizas was observed even at very high supplies of phosphate rock. In contrast, phosphorus uptake was similar at all levels of phosphate rock, suggesting that the P was unavailable to the plant-fungus uptake systems. The results support the role of arbuscular mycorrhiza as being an important component in phytostabilization of uranium. This is the first study to report on mycorrhizal effect and the uptake and root-to-shoot transfer of thorium from phosphate rock.  相似文献
